Prior to purchasing your home, you were informed of the Oakwell Farms Homeowners Association and its many fine features. The Board of Directors and the Architectural Control Committee would like to provide you more information about the Association's rules and regulations, outside services provided by agencies, utilities and phone numbers for your convenience. Homeowners in Oakwell Farms want to make it a better place to live and enhance long term property values. In order to do this, everyone must comply with the Declarations of Covenants, Conditions and Restrictions (DCCR'S) which are provided at time of closing. Because most violations occur as a result of insufficient or misinformation, the following information is also addressed to help clarify the requirements. Oakwell Farms Homeowners Association is a non-profit organization. The Association owns and maintains the common properties and facilities. The common properties and facilities include, but are not limited to, the recreation center, swimming pool, tennis courts, buildings and grounds, as well as private streets, walls, safety lanes, pathways, fountains, statuaries, green belt landscaping, sprinkler systems, security station, and improvements.
Every homeowner is an automatic member and shares a portion of the responsibility for its support and will pay mandatory assessments. Assessments are billed in advance on a quarterly basis (Nov-Jan, Feb- Apr, May-July and Aug-Sept) in the amount of $271.00 for homeowners.
The offices of the Association are located on the access road off of Loop 410 East at Harry Wurzbach. It is a two-story grey building with "Association Management Services" on the front of it. The actual mailing address is 1600 NE Loop 410, Suite #202, San Antonio, Texas 78209, (829-7202). Hours of operation are: Monday through Friday, 8:00 a.m. to 6:00 p.m.. MAP
Responsibilities are to represent the Association in providing for the physical maintenance and operation of the common facilities as well as administer the services of all contractors providing services to the Association. Additional responsibilities include collecting assessments, making disbursements, establishing the budgets, keeping financial records and maintaining all administrative records of the Association. The Association has other responsibilities as well, such as enforcing regulations and assisting in architectural control.
Building & Improvements Approval:
Any exterior improvements to your home must be approved by the Architectural Control Committee (ACC) and in most cases by the City Department of Building Inspections before work can be started. It is the builder/owner's responsibility to submit plans for new construction and any improvement to the ACC for approval. Plans must be approved before construction is to start.
"Improvement" is defined as any additions and/or changes to your home and property improvements such as installation of sidewalks, fences, swimming pools, decks, spas, gazebos, landscaping, basketball goals, playground equipment, windows, etc.
Please submit a site drawing (showing lot, existing house and any additions, intended placement on site, list of materials, colors, screening, etc.) to the Association office. Improvement Request Form.
It is the homeowner's responsibility to provide adequate planting and landscaping for their property. Landscaping plans must be submitted to the ACC for approval prior to commencing the work.
The entry gate guards and the patrols are employees of a professional service company providing contracted services to Oakwell Farms Homeowners Association.
The North entry (main gate) is manned 24 hours per day, seven days per week. The entry rules are:

A second gate (the south gate) is located off Harry Wurzbach, south of the main Oakwell Farms Parkway entrance. This gate is unmanned, and only persons with transmitters are allowed entry and exit through this gate.
A third gate is located at the end of Bitterblue Lane. The use of this gate is restricted to the use by residents of Bitterblue Lane, as provided for in the Covenants and Fire, EMS, and Emergency Vehicles.
Door to door solicitations by persons is prohibited. Should this occur, report this at once to the gate house attendant at 822-8687 or to the Association office at 829-7202.

Garbage is picked up on Mondays and Thursdays by the City of San Antonio Solid Waste Division. Trash cans, grass, leaf bags are to be placed on curb side late in the evening the night before pickup.
Trash cans/grass/or leaf bags left on the curb before this time must be stored out of sight until late the evening before pickup. The Association charges $10.00 per bag if left out and picked up by Oakwell Farms maintenance.
Trash cans must be stored inside or in a screened areas so that they are not visible from any street or the adjoining property. Firewood, building materials, equipment, etc., must also be stored in this same manner.
Delivery is made Monday through Saturday and mail is deposited in the cluster mail boxes located near each resident's home. Boxes are assigned by the mailman. The Serna Station serves Oakwell Farms. It is suggested that house numbers be illuminated so that the numbers may be easily seen at night to aide emergency personnel in locating your address.
No signs larger than 2' x 2½" "For Sale" signs are permitted. Only one sign is allowed per property. No signs are allowed on the Parkway except "Open House" signs. Political signs are allowed on homeowners' property.
The DCCR's prohibit all contractor and supplier signs in yards and vacant lots except those approved by the ACC. Tell your contractor or supplier installing any improvement that temporary or permanent signs of any kind are prohibited.
Contractors Work Hours Weekdays/Weekends & Holidays:
Work hours are from 7:00 A.M. to 7:00 P.M. Monday through Friday and 9:00 A.M. to 7:00 P.M. on Saturday. Work is not permitted before or after these hours without special permission. Outside work using loud equipment is not permitted on Sundays or holidays. Indoor or outdoor work with light equipment is permitted from 1:00 P.M. to 6:00 p.m. on Sundays.
Parking on Streets and Islands:

The speed limit within Oakwell Farms is 20 m.p.h. in the residential areas and on the Parkway. All vehicles operated at night must be equipped with working lights. Only motorized vehicles which are licensed, insured, and meet State of Texas motor vehicle registration requirements are allowed on Oakwell Farms streets. The only exception is the Association's maintenance golf cart when used for Association business.
Children should not play in the streets. Children who play unattended in the community are the responsibility of their parents.
Tell any contractor or employee working for you to observe the traffic rules and that continued violators will be denied entrance to the development.
The streets are privately owned by the Oakwell Farms Homeowners Association. The Developer and (OWFHOA) reserves the right to prohibit access to contractor's or homeowner's vehicles that violate Oakwell Farms traffic rules and regulations.

The City of San Antonio has a strict watering policy. The normal watering hours are between 8:00 p.m. and 10:00 p.m. - daily. Please consult your daily newspaper or go to SAWS on-line for information. Call the San Antonio Water Systems (SAWS) main office for additional information.
